What custom admin platforms cost
A 2026 planning guide to the cost of internal portals and admin software, including discovery, migration, permissions and ownership after launch.

A custom admin platform can mean a tidy interface over one database or the operating core of a company. Those two projects should not share a price range.
The cost depends less on screen count than on rules, roles, data and consequences. A dashboard that reads trusted data is simpler than a system that changes invoices, assigns staff and records approvals.
Useful planning bands for 2026
For a Canadian small or midsize business, these are working ranges in CAD, before tax:

These are synthesis ranges, not a published Vancouver average or a Most AI Labs quote. Requirements can move a project outside them quickly.
We checked the bands against several imperfect reference points. A global software-marketplace pricing survey for 2026 reports an average reviewed custom-software project cost of about US$132,480, with many reviewed projects falling between US$10,000 and US$49,999. Canadian vendor guides publish far wider ranges: one describes focused internal tools around $10,000 to $25,000, while another shows small pilots below that and larger builds well above it. These businesses sell development, their samples and definitions differ, and their figures should be treated as commercial benchmarks rather than independent statistics.
Most AI Labs currently publishes $5,000 to $12,000 for a focused admin module or integration and $12,000 to $25,000 for a custom CMS or operational platform, with connected multi-module platforms from $25,000. Calculate from the work, not the label
Break the estimate into:
- discovery and workflow mapping;
- product and interaction design;
- data model and application development;
- authentication, roles and permissions;
- integrations;
- data cleanup and migration;
- testing, security review and accessibility;
- deployment, monitoring and backups;
- training and documentation;
- post-launch support and change budget.
The Government of Canada's Job Bank lists a median Vancouver-region wage of $37.44 an hour for web developers and programmers, with a high of $65, based on its referenced 2023-2024 Labour Force Survey period. Wage is not a client billing rate. A delivery price must also cover design, management, benefits, non-billable time, infrastructure, risk and profit. What pushes cost up
Permissions and consequences
"Admin and user" is simple. Regional access, temporary delegation, separation of duties and approval thresholds are not. If one mistaken action can expose personal data or issue a refund, the system needs stronger controls, testing and audit records.
Dirty migration data
Migration is not copying rows. Duplicate customers, free-text dates and undocumented formulas require decisions. Price profiling, cleanup, mapping, reconciliation and a rollback plan.
Integrations
An API's existence does not make integration trivial. Rate limits, incomplete fields, webhooks, retries, identity matching and vendor changes add work.
Reliability
A convenience tool may tolerate an hour offline. A dispatch platform used by every crew cannot. Higher reliability requires monitoring, recovery procedures and operational ownership.
Unsettled policy
If managers disagree about who may approve a discount, developers cannot encode the right rule. Unresolved business decisions surface as scope changes.
What a quote should state
A credible proposal identifies users, workflows, integrations, migration volume, permission model, supported devices, acceptance criteria and excluded work. It should distinguish:
- fixed scope from estimates;
- third-party fees from development fees;
- warranty from ongoing maintenance;
- launch requirements from optional phases;
- who owns code, data, accounts and documentation.
Be cautious with a single number derived from a 30-minute call. It is either carrying a large hidden contingency or postponing discovery until after commitment.
Budget beyond launch
Software is a maintained capability. Plan for dependency updates, monitoring, backups, user support, policy changes and integration failures. 18F's technology-budgeting guidance recommends accounting for the full product life cycle and recurring services rather than framing technology as a one-time purchase. 18F
The useful cost question is: what is the smallest reliable system that removes a measurable operational constraint, and what will it cost to own for three years?
